Figure Skating Dress Rules, Level by Level
Most dress rules are simpler than forum threads make them sound. Here is what the rules actually require at each level, and the one habit that prevents every last-minute panic.
Last updated: 28 October 2026
The short version
Figure skating costume rules are less restrictive than most parents fear โ but they are enforced, and a violation usually costs a deduction rather than disqualification. The rules below are the ones that actually come up at everyday competitions and test sessions. Exact wording lives with the organising body (ISI, Learn to Skate USA, U.S. Figure Skating, Skate Canada, or the ISU for international events), so treat this as a plain-language summary, not the rulebook.
The rules that apply at almost every level
- Modest coverage. Clothing must not give the effect of excessive nudity, and undergarments must be covered: a hip cover or flesh-tone lining under a high-cut skirt line. All of our designs are drawn with this line in mind, and we can lengthen a skirt line or add a built-in body suit on request.
- No props. Anything the skater carries, wears as a costume piece or throws โ hats, canes, gloves worn as a prop โ is treated as a prop in IJS events. A normal glove for warmth is fine; a "costume" glove that becomes part of the choreography is not.
- Nothing detachable. Beads and crystals that fall on the ice cost a deduction in IJS events. This is a workmanship requirement as much as a rules one: decorations should be secured so they cannot drop. It is also why we hand-set crystals rather than glue entire panels.
- Non-restricting. Clothing must not restrict the skater's movement โ rules say this because at one point skaters genuinely performed in costumes that did.
By level
- Learn to Skate / basic skills
- Effectively no costume rules โ anything clean and safe works. Most young skaters compete in a simple dress with a bit of stretch sparkle. Do not spend competition money here.
- Test sessions
- No score, so no costume deduction, but the "modest, tidy, appropriate" expectation is real. A plain or lightly beaded dress is the norm โ see our test day designs.
- Non-qualifying competitions
- The rules above apply. Well-run local competitions rarely police anything beyond props and obvious issues.
- Qualifying / IJS events
- Costume violations become deductions. Checked: props, fallen decorations, and coverage. If the programme uses unusually bare styling, ask the referee's office before the event.
The habit that prevents every last-minute panic
Ask one person who knows: the coach. Coaches see dozens of competitions a year and know what the local judges actually enforce. Our part of the same habit: when you order, tell us the level and the organisation, and we will flag anything in the design that could be a problem before we cut โ sleeves, skirt line, coverage, decoration security. That check is included in every custom order at no charge.
